The whole verb in one rule
Connaître is for what you have met, visited or lived with: a person, a place, a work. If a que, a question word or an infinitive follows, it is savoir instead.
The circumflex marks the s that dropped out: connaît, connaître and connaîtrai have it, but wherever the -ss- stays there is none (connaissait, connaissons). Reconnaître, paraître and naître work the same way.

Traps
The singular present has no -ss- (connais, connaît), while the plural and the imparfait add it (connaissons, connaissent, connaissais).Stem
The -ss- is also what makes the plural sound different from the singular: il connaît ends on a vowel, ils connaissent on an s sound.

Where the -ss- is gone, the i carries a circumflex before the t: il connaît, connaître, connaîtrai (but connaissait keeps its -ss- and has none).Spelling
Since the 1990 spelling reform il connait is accepted too, but the circumflex is still the usual spelling. Pick one and keep it in the whole text.

With avoir the participle stays connu unless the object comes before the verb: j'ai connu Marie, but la ville que j'ai connue and les gens que j'ai connus.Agreement
When the verb is reflexive, the agreement follows the same rule, and the auxiliary changes to être: elles se sont connues à l'université.

Je connais Toronto means you have been there or lived there, while je sais où est Toronto means you have the information. With a clause or an infinitive, connaître is always wrong.

Don’t confuse withrencontrer / faire la connaissance de
J'ai connu says how you came to know someone, usually with a place or a date (j'ai connu mon mari en 2019). For a single first meeting, say j'ai rencontré or j'ai fait la connaissance de.
Hier, j'ai fait la connaissance de ma nouvelle voisine.
