Cedilla on c before a or o (commençons, commençais), plain c before e or i (commence, commencions, commencerai).
The cedilla is a spelling patch only. Look at the letter after the c: a or o gets the tail, e or i does not.

The sound never changes, only the spelling. Writing commencons or commencais is the typical mistake.

Se mettre à + infinitive also means to start doing something, and it fits an action that begins at a precise moment, often suddenly. Commencer à also fits a gradual start, as in je commence à comprendre.
